What is the Optimised Retrofit Programme (ORP)?
ORP is a Welsh Government funding programme that helps social landlords—local authorities and registered social landlords—plan and deliver whole-home retrofit. It focuses on cutting heat loss, improving comfort and affordability, and supporting WHQS 2023 and Wales’ net-zero goals. Projects are expected to follow PAS 2035 principles and provide clear, auditable evidence of outcomes.
